Hurriyet said there were plans to send some 200 to 250 soldiers within two months in the initial stage, but the bill did not specify numbers or a timetable.
AFP adds: Saudi Arabia and its allies Saturday welcomed an accusation by President Donald Trump that Qatar was bankrolling extremism but ignored a separate USA call for them to ease their economic blockade.
He said that Mscow is "ready to try to do everything in its power" to help resolve the crisis and added that unity is needed to fight terrorism. "We can not be happy in a situation when the relations between our partners are worsening", Lavrov said.
"We are of the view that all parties should resolve their differences through a process of constructive dialogue and peaceful negotiations based on well-established worldwide principles of mutual respect, sovereignty and non interference in the internal affairs of other countries", it added. The list included members of the ruling family.
The UAE's central bank also ordered the country's financial institutions to apply enhanced scrutiny on any accounts with six Qatari banks, including Qatar National Bank, which is the largest bank in Africa and the Middle East, and could potentially affect liquidity in the Qatari banking system. "We consider the stability and security of the Gulf in the same way we consider our own stability and security", Cavusoglu said.

Introducing Trump, Saudi King Salman described Teheran as a mutual foe and a source of terrorism they must confront together. On his maiden foreign tour since taking office in January, Trump is already showing signs of fatigue from a packed schedule.
After meetings with Mr Trump and his top national security officials, Rex Tillerson called for de-escalation and dialogue, and said the crisis was "hindering U.S. military action in the region, and the campaign against ISIL".
Bahrain "stressed the necessity of Qatar's commitment to correct its policies and to engage in a transparent manner in counter-terrorism efforts", its official BNA news agency said. Ankara further moved to send stockpiles of food and water supplies aboard cargo planes to the tiny Gulf country.
Trump on June 9 said Qatar "has historically been a funder of terrorism at a very high level".
After Mr Trump's remarks, the Pentagon reiterated its position that Qatar was a key United States military partner, saying "the evolving situation is hindering our ability to plan for longer-term military operations". It hosts the forward headquarters of the USA military's central command in the region. The UAE praised Trump's "leadership in challenging Qatar's troubling support for extremism".
Lavrov called on Saturday for dialogue between Qatar and the countries boycotting it, offering his country's mediation in the crisis. Turkish president also called on Riyadh to remove all sanctions on Doha and open diplomatic talks.
